Portuguese Competence Centre for Semiconductors

POEMS is the Portuguese Competence Centre for Semiconductors, established to strengthen and coordinate the national semiconductor ecosystem, fostering close collaboration between research institutions, industry and other stakeholders.

Through an integrated approach, POEMS provides guidance, advanced training, technological services and business development support, contributing to the creation of new companies and the growth of existing ones in the semiconductor and related technology sectors.

At the same time, the project acts as a bridge between the Portuguese ecosystem and the broader European semiconductor landscape, facilitating integration into European value chains, strategic partnerships and initiatives such as the Chips Joint Undertaking (Chips JU).

POEMS also promotes awareness of semiconductor technologies among younger generations and the wider public through outreach and educational initiatives, contributing to talent development and to a greater understanding of the sector’s strategic importance.

Main Goals/Activities

Goals:

  • Develop skills in chip design, advanced packaging and emerging semiconductor technologies.
  • Support industry in the development of semiconductor-based solutions.
  • Facilitate access to European networks, infrastructures and funding.
  • Promote the creation and growth of companies in the sector.


Activities:

  • WP1 – Semiconductor Observatory: ecosystem analysis and monitoring.
  • WP2 – Network & Ecosystem Building: fostering partnerships and linking to European initiatives.
  • WP3 – Training Programmes: advanced training and talent development.
  • WP4 – Semiconductor Solutions Services: technical support, matchmaking and technology transfer.
  • WP5 – Business Support: mentoring and access to funding.
  • WP6 – Awareness & Dissemination: communication and outreach activities.
  • WP7 – Monitoring & Evaluation: progress monitoring and impact assessment.


CeNTI leads WP4 – Semiconductor Solutions Services, playing a central role in defining the service delivery methodology of the competence centre and the Services Hub platform for interaction with users and stakeholders.
